July 15, 2020 – In line with its continuing partnership with the Anti-Red Tape Authority (ARTA) to capacitate Local Government Units (LGUs) to comply with R.A. 11032 or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018, the Local Government Integrity Circles (LoGIC) Network will be hosting its third “ARTA LGU Citizen’s Charter” webinar tomorrow with the provincial, city, and municipal officers of Oriental Mindoro.
As in the previous webinars of the same title with Negros Occidental and Iloilo last July 10 and with Bohol and Guimaras last July 7, ARTA Director-General Jeremiah Belgica will be discussing the ARTA Package in detail to the participating LGU.
The ARTA package is a bundle of programs that aims to assist government agencies to be compliant with the provisions of R.A. 11032. National government agencies and LGUs, particularly the Highly Urbanized Cities or HUCs, shall be the first recipients of this package under a Memorandum of Agreement between ARTA and a particular government agency.
With the approaching deadline of the submission of their updated Citizen’s Charter on July 25, a Compliance Officer from ARTA will also be discussing the guidelines for the submission. With this, ARTA told government agencies that new processes implemented and all other revisions on their existing services adopted in consideration of the declaration of a State of Public Health Emergency shall be part of their respective Citizen’s Charter.
The Citizen’s Charter shall be simultaneously submitted with their Compliance Report as mandated by Administrative Order No. 23, s. 2020 titled “Eliminating Overregulation to Promote Efficiency of Government Processes”.

On July 22, ARTA and LoGIC will have the same webinar with Benguet, Cebu, Davao del Norte, South Cotabato, and Surigao del Norte as the participating LGUs.
